Djibouti’s labor market ethnic cleansing by Somalilander

The individuals, employees of the subcontractors of Camp Lemonier, their families and concerned citizens of this nation, that have endorsed this open letter have done so because they are deeply concerned about rapidly deteriorating moral situation of the employees, this could endanger the security of our nations and foreign nationals.
As we all know there is a cultural sensitivity about keeping the tribal balance, in which the American military keeps the record, the Camp Lemonier employees staged a strike specifically about this issue when subcontractors change hands the employees don’t feel secure, for instance there are new subcontractors like La Lorraine security that specifically come up with a tricky contact for their employees when they took over with the following clauses;
1- all the employees are considered as new employees with the probationary period, in this case it is managed upside down who should be in the probationary period the new subcontractor or the employees that have been working in the camp for many years ?
2– Compulsory transfer to another site, which means systematic eliminations from the better paying job of the Camp Lemonier, Obviously the employees of such condition have valid reason to be nervous when they are working under this condition, thus they don’t have an ability to concentrate their work. Tribal favoritism kicks in which is already in full swing.
So far the employees that get fired and those who have replaced them is proof of tribalism in its worst form. All subcontractors including La Lorraine are always in rush to fire as many employees that they can get away before the three-month dead line according to their contract. There is no save guard mechanism or procedure that protects employee from the subcontractors. The subcontractors don’t last long but the employees are here for good. If the balance of the work force is altered dramatically, it could create animosity toward the authorities of various levels. Now while Djiboutian are eliminating each other the PAE defense contractors recruiting more Filipinos and other foreign national thus the US not segregating them the selves from the majority of native population but also creating tension between various ethnic communities and eventually between themselves and wider society of Djibouti If the trend continues this way
Lately the whole affair took a strange twist the Official Government Mediator known as a Beer Dilaac’shee and Mr. Omer Dankali (son of the president Liban is actual owner) the owner of an employment agency held a side meeting with all former employees of the La Lorraine security, the meeting took place in People’s Palace, after listing the complaint of poor employees both Omar Dankale and the Official Government Mediator told them that they will address the issue to the highest office of land to the president himself, it was instructed that the meeting should remain confidential and they will hear from the mediator soon the outcome, that was couple of months ago. Not only the promise was broken but also Omar Dankale himself placed a tender for the same contract to replace the ill-faded La Lorraine, shame on him if he wins that US military contract and not putting the all former employees back to work before the PAE replace to Filipino side contractors as the PAE US defense contractors normally do.
The basic right of La Lorraine former employees and their families are violated, they exhausted every legal avenue available to them, from the minister of Labor, arbitration board and finally the never-ending ongoing court case, It seems the contract of La Lorraine Security is up for renewal and they may not be able to pay them once they lost that US military contract in near future, the court may delay deliberately this case so that if the same court rules in favor of poor former employees of La Lorraine Security it will be too little too late, the court itself won’t be able to recoup any money simply they can declare bankruptcy and get away with it.
The core or the source of these problems, are the ways that contracts are awarded, without any consideration to the employees once the change hand occurs from various subcontractors, without checking properly their background, whether they have moral responsibility or have another motive than managing their employees professionally. The employees of the Camp Lemonier already staged a strike about this situation late last year and if the matter is not given a considerable attention that it deserves, it could spark tribal war that could get out of control, it could also easily endanger the stability of the country thus responsibility lay squarely on the respective authorities, this might become a self-fulfilling prophecy of US foreign policy Shame on YOU if the slaughter goes on unchecked, and follows the onslaught of Djib SAT staff, Port Security employees, RTD, and many more that were already ghettoized.
The latest development about La Lorrain Security is that they are going to lose the contract in the US military camp so they started to let go as many employees as they can, their strategy is if I lose many of you will lose with me, simply La Lorrain security knows that there is no save guard built-in their subcontrat with PAE for poor employees, specific report tell us that there is a hand-fighting broke out off the camp Lemonier the US military camp in Djibouti, evolving Ali the sight Manager and one more native Djiboutian employee let go we hope that will be the last carnage of La Lorrain

The New-World-Order Invasion Consequence

Did Djiboutian under-sold Camp Lemonier? Are Djiboutian really benefiting the American stay in their country? or are the American policy creating tensions between various communities intentionally or unintentionally? Is there any law protecting Djiboutian from the American abusive-power ? Did the Djiboutian government negotiated with the American properly? Do the Djiboutian have qualified the skill to negotiate with the sleazy American? Do IOG have the mandate to enter such long-term contract with American? Well IOG is just taking advantage to counter balance the French heavyweight who are continuous bullying him around, he is glad to see the American in Djibouti. Sadly It seems that Americans are following the IOG’s footsteps by not enforcing their law just like their host leader the rootless dictators, It would be very strange to see a guy like Ali Maraycan Who had allegedly committed a crime in the American military Camp , Ali terrorized his employees and a serious allegation against him, It was reported to the US authority but anyway he been working until his contract expired , the American authority not only fail to following up the incident seriously but also they forget the victim of the crime in their own camp, no compensation no apology even though the court of law in Djibouti ruled in favour the La Lorrain former emplyees that is only example . There is a new trend that some US servicemen or women are doing lately, They resign their duty with American military and come back as civilian only to bid the contracts in the American military camp , once they win the contracts through their earlier connection they simply sub-contract to the French companies and the Collazz, Cosmess and Marill and many more like Billy Wright are popping-up everywhere in Djibouti, Because the law is too relax and system is so corrept anybody can take advantage, even pimping of under age is going on unprotected, who can protect who in Djibouti is the question mark, whatever little civil law and institutions left by the French have been regularly abused by the same authority that suppose to up-hold the law let alone create a badly needed new laws to keep up with so-called new world order invasion, the system is broken down need a serious fix, IOG is out of touch from the really on the ground, he created too many presidential decrees that same even contradict themselves, some are initiated by the special interest group, the worst is the value of human being has been No more than DjFr 2,000,000, it was initiated by Said Barkhad Minister of Justice and Warabe Koraaye Minister of Interior with collaboration of the First Lady all of them have stakes in the Insurance Companies ,they are the major share holder of the Insurance Companies, as you can see the authorities are very busy to top up their pocket, so why not the Americans they are getting free ride too by like sub-leasing part of Camp Lemonier to the Japanese military why not the sleazy American if IOG, his closest friends and his family members are doing it, The American are lately getting more Filipino sub-contractors are hired from over seas to do the menial jobs that the Djiboutian well-educated are glad to do it, the Interior Ministry the most corrupted institution which however don’t have the proper functioning chain of command from are routinely issue visas and work permits for the illegal aliens for nominal bribe fees.Its very sad but that is the norm and US is not helping infact they are exacerbating the misery of the Djiboutian people
